First, make the complaint testable
“The software is too complicated” is difficult to evaluate. “Our manager cannot find the evidence attached to an overdue quality action within two minutes” gives you a task to repeat. Record who does it, how often, where the information starts and what a finished result should look like.
Repeat the task with your current configuration and ask your vendor whether the issue is a missing feature, a plan limitation, a permission setting or a training gap. Keep the answer. Buying another subscription before understanding the cause can leave you with the same problem in two places.
Compare three routes fairly

None of these outcomes is automatically the cheapest. Include the staff time required to operate the chosen combination. Ask whether a second system genuinely removes work or just creates another place to enter it.
Run a fictional quality-action test
- Create an invented issue: a training checklist contains an outdated reference.
- Assign it to a named role with a due date and a clear closure test.
- Add a sample supporting document with no personal information.
- Sign in as the intended reviewer and locate the task and evidence.
- Record how the review outcome is retained and how you would retrieve it later.
Try the same task in the current tool and each shortlisted option. Record what you actually observed, any workaround and the plan quoted. Do not mark a feature absent merely because it was not shown; record it as unverified and ask for evidence.
What to shortlist after the gap test
